‘Hear Us Roar’: South Korean women demand gender justice as President pledges to abolish gender equality ministry

One year since Yoon Suk-yeol came to power, Amnesty International launched a global campaign calling on South Korea’s President to halt attempts to abolish the Ministry for Gender Equality and Family.
Amnesty International Korea teamed up with a number of prominent South Korean women’s rights activists and civil society organizations to construct a giant purple megaphone in front of the presidential office in Seoul as they demanded gender justice amid a deteriorating state of women’s rights.
“President Yoon Suk-yeol came to power in a divisive campaign in which he claimed that women in South Korea no longer face gender inequality and that feminism was being misused to create a gender conflict. Nothing could be further from the truth: strong feminist voices are needed now more than ever to combat widespread inequality, discrimination and increasing online and offline gender-based violence in South Korea,” said Amnesty International Korea’s Board Chair Min-jung Shin.
“Such anti-feminist rhetoric is misleading and undermines efforts by women and others trying to raise their voices for gender justice. Women have fought long and hard to gain equal rights. The gender equality ministry, while imperfect in many ways, has played an important role in promoting gender equality. President Yoon’s campaign pledge to abolish the ministry is part of a wider attempt to roll back hard fought gains for women’s rights.”
As part of the global campaign, a video series called ‘Hear Us Roar’ is also being released, featuring interviews with prominent South Korean women including the current chair of the parliamentary committee that oversees the work of the gender equality ministry, Kwon In-sook.
Amnesty International is planning solidarity actions around the world in support of women in South Korea fighting for gender justice and equality and petitions collected through the online action will be delivered to the Presidential Office before the parliament opens its regular session in September.
Background
As a presidential candidate in 2022, Yoon Suk-yeol first pledged to abolish the Ministry of Gender Equality and Family and, along with the ruling People Power Party, has continued to call for its abolition.
The moves to abolish the Ministry significantly impact the rights of women, including its stated commitments under the Convention for the Elimination of Discrimination Against Women (CEDAW) that was ratified in 1984.
The ministry was established in 2001 and coordinates gender policies across all ministries. If it is abolished, there will be no central mechanism for developing and implementing policies for the advancement of women’s rights. Significantly, the Ministry coordinates government reporting to the United Nations under CEDAW.
Under Yoon’s administration, the government has removed the terms “gender equality”, “sexual and reproductive health and rights” and “sexual minority” from the national curriculum. Meanwhile, local government offices across the country have also been renamed to remove the reference to gender.
Women in South Korea face multiple legal, social and economic barriers and discrimination in all areas, as well as high and rising levels of online and offline gender-based violence. The country retains the largest gender wage gap of the 38 nations in the Organization for Economic Co-operation and Development (OECD) and women remain underrepresented in leadership positions, making up 19% of parliamentarians and less than 5% of executives in the 100 companies with the highest sales figures in the country.

국제앰네스티는 오늘(10일) 윤석열 대통령 취임 1주년을 맞아 한국의 대통령을 대상으로 여성가족부 폐지 공약 철회를 요구하는 글로벌 캠페인을 시작했다.
국제앰네스티 한국지부는 5월 10일 오전 11시, 저명한 한국의 여성인권 및 시민사회 운동가들과 함께 용산 대통령실 건너편에서 보라색의 초대형 확성기를 설치하고 여성인권이 악화되는 상황에 대해 젠더 정의를 요구하는 집회를 열었다.
글로벌 캠페인의 일환으로 오늘 공개된 캠페인 영상 <분노한 여성의 목소리를 들어라: Hear Us Roar>는 국회내 여성가족위원회 위원장을 맡고 있는 권인숙 의원과 5인의 여성 인권, LGBTI 인권 활동가들이 참여했다. 이들의 개별 인터뷰를 담은 동영상 시리즈도 5월 11일을 시작으로 순차적으로 공개할 예정이다.
국제앰네스티 한국지부 신민정 이사장은 “윤석열 대통령은 한국의 여성들이 더 이상 젠더 불평등을 겪고 있지 않다고 말하고, 페미니즘이 젠더 갈등을 일으키는 데 오용되고 있다고 주장하는 등 분열을 조장하는 캠페인으로 집권했다. 만연한 불평등과 차별, 증가하는 온오프라인 젠더 기반 폭력에 맞서기 위해서는 그 어느 때보다 강력한 페미니스트들의 목소리가 필요하다”고 말했다.
이어서 “이러한 반페미니스트적인 수사법은 오해의 소지를 불러일으키며 젠더 정의를 위해 목소리를 내온 여성 및 모든 이들의 노력을 꺾어버린다. 여성들은 동등한 권리를 얻기 위해 오랫동안 열심히 싸워왔다. 여성가족부는 물론 여러 면에서 완벽하지 않지만 성평등을 증진하는 데 중요한 역할을 해왔다. 윤 대통령의 여가부 폐지 공약은 여성의 권리를 위해 투쟁해 온 성과를 퇴행시키려는 광범위한 시도의 일부라고 볼 수 있다”고 전했다.
국제앰네스티는 젠더 정의와 평등을 위해 싸우는 한국 여성들을 지지하기 위해 전 세계의 여러 앰네스티 지부와 함께하는 연대 행동을 계획하고 있으며, 온라인 액션으로 모은 탄원은 오는 9월 국회 본회의가 열리기 전 대통령실에 전달할 예정이다.

배경
여가부를 폐지하려는 그의 움직임은 1984년에 한국 정부가 비준한 여성차별철폐협약(CEDAW)에 명시된 공약을 포함해 여성의 권리에 상당한 영향을 미친다.
한국의 여성가족부는 2001년에 설립되었으며 모든 부처의 젠더 관련 정책을 조정하는 역할을 한다. 여가부가 폐지되면 여성의 권리 신장을 위한 정책을 개발하고 집행하는 중심적인 메커니즘이 사라질 것이다. 특히, 여성가족부는 한국의 UN 여성차별철폐협약 이행 여부를 보고하는 전담 창구 역할을 해왔다.
윤 정권이 들어선 이후, 정부는 국가 교육과정에서 “성평등”, “생식권 및 재생산 권리”, “성소수자”라는 용어를 삭제했다. 또한 전국 부처, 연구원, 사업계획명 등에서 정책상 ‘여성’이라는 단어가 지워지고 ‘인구’, ‘행복’, ‘가족’, ‘양성’ 등으로 교체되고 있다.
한국의 여성들은 사회 전 분야에 걸쳐 다양한 법적, 사회적, 경제적 장벽과 차별에 직면하고 있으며, 더욱더 만연해지는 온라인 및 오프라인에서 발생하는 젠더 기반 폭력에도 노출되어 있다. 한국은 경제협력개발기구(OECD) 38개국 중 성별 임금 격차가 가장 큰 나라이며, 여성이 리더십 직위를 차지하는 비중 또한 국회 내 여성의원 비율 19%, 매출 순위 100대 기업 임원 내 여성리더 비율 5% 미만으로 여전히 미미하다.
